The Vanuatu Passport vs. Caribbean Options: A 2026 Comparison

Choosing a citizenship by investment programme is a careful trade-off between cost, speed, and passport strength. By 2026, the landscape has shifted, making a direct comparison between Vanuatu and the popular Caribbean programmes more critical than ever.

Caribbean programmes historically offered a lower investment. That changed. Following the Memorandum of Agreement signed by five OECS states, the minimum donation for programmes in Antigua and Barbuda, Dominica, Grenada, St. Lucia, and St. Kitts and Nevis jumped to USD 200,000 on 1 July 2024.

This policy change suddenly makes Vanuatu the more affordable option for many. The key distinction, however, is travel. While Caribbean passports generally maintain visa-free access to the UK and the EU Schengen Area, Vanuatu's access to both regions has been suspended.

But if visa-free access to the UK and Schengen Area is a non-negotiable part of your life or business, a Caribbean programme—despite the higher cost—is the only appropriate choice. The European Union Visa Situation Explained

A critical factor in your decision is the status of visa-free travel to Europe. The EU first temporarily suspended visa-free travel for Vanuatu citizens. This suspension was made permanent by Regulation (EU) 2025/11, which formally moved Vanuatu to the list of visa-required countries as of 3 February 2025. The United Kingdom had already done the same, requiring visas for all Vanuatu citizens since 19 July 2023.

This means a Vanuatu passport does not grant visa-free entry to the EU Schengen Area or the UK. It still provides visa-free or visa-on-arrival access to approximately 88 other countries, including key business hubs like Hong Kong and Singapore, which for some investors is the entire point.

Vanuatu Citizenship Investment Options: DSP vs. CIIP

The law provides two primary routes for your investment: the Development Support Programme (DSP) and the Capital Investment Immigration Plan (CIIP).

The Development Support Programme (DSP)

For most applicants, the DSP is the most common and straightforward path. It requires a non-refundable contribution made directly to the Vanuatu government, with funds used for national development projects, disaster relief, and economic stimulus. Its main advantage is simplicity and predictable costs.

The Capital Investment Immigration Plan (CIIP)

An alternative, the CIIP, combines a non-refundable contribution with a redeemable investment in a government-approved fund, often in local industries like agriculture. While this structure could offer a lower net cost after the investment is eventually returned, the process is far more complex. The CIIP has variable terms and holding periods depending on the specific fund, introducing risk and uncertainty not present with the DSP. What the Contribution Buys

The word "investment" in citizenship by investment carries a meaning under the Development Support Programme that it does not carry elsewhere in finance, and the distinction is worth stating plainly before any figure is compared.

Under the DSP the payment is a contribution to the state. It is not a purchase of an asset, not a loan, and not a stake in anything. There is no return, no redemption, no maturity and no secondary market. Once the grant is made, the money is the government's and the applicant's side of the exchange is complete: citizenship for a payment, both delivered at once. Anyone assessing the programme as a financial investment is assessing it against criteria it does not claim to meet.

The Capital Investment Immigration Plan is structured differently, mixing a non-refundable contribution with an investment in a designated fund that can be redeemed after a holding period. That structure is genuine, but published amounts and holding periods differ between sources and the Citizenship Office does not set them out in the same form as the DSP fees. Any figure quoted for CIIP should come from a designated agent in writing, with the holding period and the redemption conditions stated, rather than from a comparison table.

The fixed figures

For the DSP the contribution is US$130,000 for a single applicant, US$150,000 for a married couple, US$165,000 for a couple with one child and US$180,000 for a couple with two children, with US$25,000 for each additional dependant. A non-refundable US$5,000 due diligence fee is payable to the Financial Intelligence Unit. These are set by regulation, they are the same through every agent, and the only number that varies between quotes is the agent's own fee.

Why the family tiers matter more than the headline

Comparisons between programmes are almost always made on the single-applicant figure, which is the least representative case. A couple with two children pays US$180,000 here. The same family under a Caribbean programme starts from a floor that rose to US$200,000 in July 2024 under the Memorandum of Agreement signed by five OECS states in March 2024, and rises with family size from there. The gap between programmes is real, but it is not the gap the headline numbers suggest, and it narrows or widens depending on who is travelling with you.

What the money does not buy

It does not buy entry to the European Union or the United Kingdom, both of which now require a visa. It does not buy a change of tax residence, which is determined by presence and ties under your own jurisdiction's rules. It does not buy speed: the Commission decides at its own pace and the two to four months quoted in the market is an average, not a commitment. And it does not buy certainty of approval, because the due diligence check is exactly what the US$5,000 fee pays for — the examination, not its outcome.
